What is information?
Information is everything that is perceived.
What is perception?
Perception is change, a unit of time. When something is perceived, it differentiates one instant from the previous one. Every instant is at least one change.
Change is not perception. Many things change without being perceived directly or indirectly. Change cascades and grows in complexity until it becomes imperceptible or incomprehensible.
How is information organized?
This depends on the system organizing it. The human brain organizes information from many simultaneous inputs, while a web server may only listen to one port at a time, for example.
Rules can model and define each system, and these rules correlate to how information is stored in the system. These rules can be modified, optimized and abstracted.
